Document Description
his project will construct a water quality research facility on the Walnut Creek Water Treatment Plant (WCWTP) grounds. This includes retrofitting the existing decant building, constructing another small building adjacent to the decant, and installing related equipment into these two buildings. In addition, a new pipeline will tie into the Mokelumne aqueducts just east of WCWTP and transport the water, through EBMUD owned land, to the facility. See Attachment A for additional information.

Reasons for Exemption
The project will be conducted in previously disturbed/developed areas. This project is exempt under15303 since it involves the construction and location of one small building not exceeding 4,000square feet of floor space, the conversion of a portion of an existing building where only minor exterior modifications will be made, and only small, new equipment will be installed inside the buildings. The project will also install a new pipeline on EBMUD property to transport water from EBMUD's to the new facility, approximately 1,700-ft in length.
