Document Description
The project will be the replacement of the existing toilet facilities at the Mill Creek Park, which includes the replacement of two existing plastic portable toilets located at the Northwest end of Mill Creek Park, within the park, as well as the establishment of 1 ADA accessible parking space at each restroom. The proposed replacement toilet for each location would be a 96 sq. ft., self-contained vault toilet that provides an estimated 4,500 uses between services. The structures would utilize solar to power the LED lights inside and out as-well-as controlled door locks to mitigate vandalism. The vault includes concrete holding tanks with wastewater and flush water indicators to virtually eliminate the risk of contamination of area ecosystems

The proposed project will include the replacement of the existing toilet facilities at the Mill Creek Park, the first being located at the Northwest end of Mill Creek Park, adjacent to the dam located in an existing turn-out, at 39° 07’ 39.3” N/123° 07’ 45.8.” W, and would be replaced in the same location. The second, currently located at the Southeast end of the pond in near proximity to the water, 39°07'32.3"N 123°07'39.0"W would be relocated to a turnout at the entrance of the developed park area, located at 39°07'27.7"N 123°07'34.1"W. The Mill Creek Park is a 400-acre park located 2.5 miles east of the community of Talmage, CA starting at 2989 Mill Creek Road within Mendocino County.

Reasons for Exemption
The project involves the improvement of the reliability of the existing restroom facilities at the Mill Creek Park. The project will not involve the expansion of the existing facilities, but merely replace outdated insufficient facilities, which will ensure that the areas ecosystems are not at risk for contamination. The project is categorically exempt under CEQA Guidelines section 15301(a) which provides for interior or exterior alterations involving such things as interior partitions, plumbing and electrical conveyances and section 15302(c) which provides for replacement or reconstruction of existing structures, utilities and facilities. The project is an existing use of restroom facilities within Mill Creek Park and would involve the improvement and replacement of said existing facilities.
