Document Description
Issue a Right of Entry Permit to Pacific Petroleum California, Inc. (PPC) to access Cayucos State Beach, Estero Bluffs State Park, Harmony Headlands State Park, Hearst San Simeon State Park, Montaña de Oro State Park, Morro Bay State Park and Morro Strand State Beach to perform beach cleanup of a spilled load of cotton bales and wine barrels. PPC crews will access the beaches or inter-tidal zones on foot using public trails as access points to collect debris that resulted from the container ship incident. PPC work crews will: - stage vehicles, trailers, and related hand equipment in preauthorized parking lots and shall only use beach access points identified (specified) by accompanying State Parks monitors. Vehicles may not be driven off road. - remove cotton bails, liquor barrels, or components thereof, such as cotton fibers and remnants, plastic wrap, bailing string, ties, or wire, barrel components such as wood, steel bands, and contents, and all related debris; and - hand carry or utilize wheelbarrows or carts to move all debris back to vehicles or trailers located in parking lots. PPC shall comply with all applicable federal and state environmental laws including but not limited to NEPA, CEQA, the Endangered Species Act and shall adhere to best management practices identified in the Right of Entry Permit

This project consists of the operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond current levels; minor alterations in land use limitations in areas with an average slope of less than 20%, which do not result in any changes in land use or density, and is included as “issuance of easements & permits” in the Dept of Parks & Recreation’s list of exempt activities pursuant to CCR §15300.4.
