Document Description
The District proposes to upgrade the existing elementary school. These improvements will consist of the following:
• Eight new permanent classrooms will replace the existing temporary portable units
• A new kitchen and multi-purpose building,
• Re-purposing of existing buildings for other uses
• Upgrading HVAC equipment
• Installation of solar panels on rooftops and/or as shade structures over existing parking lots.
The temporary portable units are located east of the main campus buildings and will be removed once construction of new classrooms is completed. The use of upgraded LED lighting and new HVAC equipment will provide increased energy efficiency and reduce energy consumption. The installation of this equipment on the existing public facility involves no expansion of existing or former use. The solar panels will be constructed on the existing paved parking lot. and the new LED lights and HVAC will replace existing lighting and HVAC equipment. The Project will reduce electrical demand while offsetting electricity generated by power plants burning fossil fuels with renewable, clean solar energy. The project would benefit the school, the District, the community and the region by improving the overall air quality by reducing greenhouse gas emissions and the carbon footprint of the school. The new permanent classrooms, multipurpose room and kitchen will be more energy efficient, and provide an improved educational experience for students and staff. The Project will not increase classroom or student capacity or expand outside of existing school site boundaries.

Reasons for Exemption
The use of upgrades LED lighting and new HVAC equipment will reduce operational electricity demand at the school. The use of PV solar panels will generate electricity by renewable solar energy that will reduce the need for electrical energy generated by fossil fuel-driven power plants. This will decrease greenhouse gases emissions and improve the overall air quality in the City and the region. The new lighting and HVAC upgrades will provide increased energy efficiency and reduce energy consumption. The installation of this equipment on the existing school involves no expansion of the existing use.
