Reasons for Exemption
In accordance with the CEQA Guidelines, staff recommends the Project be found categorically exempt pursuant to Section 15332, Class 32: in-fill development of fewer than five (5) acres surrounded by urban uses. If approved, a notice of exemption would be filed by City staff (Exhibit 9). To ensure the safety of workers, the community, and the environment during planned soil-disturbing activities required to develop the Subject Site, a soils management plan has been reviewed and approved by DTSC. The proposed Project would be consistent with the applicable general plan designations and applicable general plan policies that promote private investment in the City’s economic base, stimulate local employment, enhance property values, promote community stability and the economic vitality of the neighborhood. Project implementation would occur within the City limits and the Subject Site is 1.43 acres in size. The Subject Site has no value as habitat for endangered, rare or threatened species because it is located and surrounded by developed urban uses and contains no natural habitat; there is no anticipation that the Project would result in any significant effects related to traffic, noise, air quality, or water quality since existing infrastructure of Suva Street is proposed to access the Subject Site and the Subject Site would be adequately served by all required utilities or public services.
