Document Description
The project site is located in unincorporated Santa Barbara along Moonshine Creek. Notices of violation from CDFW and the Central Coast Water Board were issued for impacts to Moonshine Creek due to unpermitted activities that led to discharge of soil and debris fill to the creek. The portion of Moonshine Creek impacted includes a natural bottom channel, between the ordinary high water mark and top of bank, and upland area around the creek outside the top of bank. The purpose of the project is to restore the impacts to Moonshine Creek from the unpermitted activity. The objective of the restoration project is to stabilize and revegetate the impacted area with native plant species consistent with adjacent conditions.

Reasons for Exemption
The project will not exceed five acres in size and will restore habitat through revegetation of disturbed areas with native plant species, will be carried out principally with hand labor and not mechanized equipment, and will result in stream bank stabilization with native vegetation, the primary purpose of which is to reduce or eliminate erosion and sedimentation. Further, none of the exceptions to the exemption in CEQA Guidelines §15333 apply.
