Document Description
Tahoe City Public Utility District is proposing the Tahoe Cedars Water System Infrastructure Improvement Project to update the recently acquired Tahoe Cedars Water System, which serves the community of Tahoma along the west shore of Lake Tahoe. The system provides 1,180 service connections for residential, commercial, and landscape irrigation customers as well as fire protection services. Project work includes new and replacement water mains, new fire hydrants, new service meters, and water service lateral replacements. The existing water system consists of a supply source (one groundwater well), approximately 14 miles of water distribution mains, water storage (two tanks), and approximately 1,180 service connections, most of which are unmetered. The project improvements include water main replacement and water service improvements that would help to mitigate deficiencies, increase system reliability, and address condition related issues. The Tahoe Cedars Water Master Plan identified individual components to improve the state and condition of the current system, as follows: water meter installations to decrease per connection water demand, replacing pipelines with diameters less than 6 inches with 8-inch pipelines to increase capacity and reliability, replacing existing transmission mains with 12-inch diameter pipes to reduce head loss through the system during a fire flow event and directly increase the capacity, and installing new 8-inch pipelines to loop dead-end water mains and reduce system losses.

Reasons for Exemption
Based on independent review of the proposed project and the evidence summarized below, the TCPUD Tahoe Cedars Water System Infrastructure Improvement Project is categorically exempt from the provisions of CEQA pursuant to Class 4–Minor Alterations to Land categorical exemption as set forth in State CEQA Guidelines Section 15304. Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation. The project would involve minor trenching and backfilling in roads where the surface would be restored and would involve minimal, if any, removal of vegetation, and would not remove healthy, mature, scenic trees. None of the exceptions to the Class 4 categorical exemption apply to the project.
