The proposed project is exempt under State CEQA Guidelines Section 15301 - Existing Facilities, which is a Class 1 exemption. Class 1 exemptions, “consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use”. As stated above, the proposed project consists of a request by IntelliChildren Preschool and Infant Care for approval of a Minor Use Permit to operate a daycare facility with outdoor children’s play areas. The proposed project would not result in a significant expansion of the existing use of the facility.
