Authorize the Award and Execution ofTwo New Slurry Seal Contracts for Slurry Seal Groups2425 and 2426 to be Funded by the Remaining Fiscal Year 2024 (FY24) Road Maintenance and Rehabilitation Account (RMRA) Funds - City Council approval of the award and execution of two new slurry seal contracts for Slurry Seal Group 2425 and Slurry Seal Group 2426, which will be funded by the remaining FY24 RMRA funds. In FY24, the Transportation Department issued four slurry seal projects funded by FY24 RMRA funds. Due to project bids coming in lower than anticipated, remaining RMRA and Transnet funds are available to Issue two additional slurry seal contracts for Slurry Seal Group 2425 and Slurry Seal Group 2426 in FY24. Slurry Seal Groups 2425 and 2426 will include both scrub seal and slurry seal treatments, Scrub seal treatments will involve the use of brooms to guide asphalt emulsion into pavement distresses to ensure sealing of the road, followed by the placement of crushed rock and a flush coat. Slurry seal treatments will Involve the application of sand, emulsion, and water In a thin layer up to 3/8-inch thick on the street. Minor surface repairs will be completed by the pavement specialists prior to the application of the slurry, scrub, or cape seal. Additionally, any failed areas of the pavement will be removed and repaired prior to the seal application, High-visibility crosswalk striping will also be installed after the application of scrub seal or slurry seal to Improve pedestrian crossings. With the addition of these two projects (Slurry Seal Groups 2425 and 2426), the Resurfacing Program plans to slurry/scrub seal approximately 22 miles in addition to the 97 miles that are on the previously approved slurry seal projects (see Exhibit B for locations). Slurry Seal Groups 2425 and 2426 will also Include the construction of new and the Improvement of existing bike lanes totaling approximately 1.93 miles(see Exhibit A for locations and specifications). Streets selected for Slurry Seal Group 2425 and Slurry Seal Group 2426 are located In ail nine Council Districts. However, to avoid any construction conflicts or changed road conditions, the final list of streets may be modified,

This activity is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15301 (c) (Existing Facilities} which exempts the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, including existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create automobile lanes, The exceptions listed in CEQA Guidelines Section 15300.2 would not apply In that no cumulative impacts were identified, no significant effects on the environment were Identified, the project is not adjacent to a scenic highway, no historlcal resources would be affected by the action, and the project was not identified on a 11sot f hazardous waste sites pursuant to Section 65962.5 of the Government Code. Additionally, the proposed new bike lanes and modifications to existing bike lanes were reviewed for consistency with and are adequately addressed in the Final Program Environmental Impact Report (PEIR} for the Bicycle Master Plan Update (Project No. 290781 and SCH No. 2012061075) which was certified by City Council Resolution No. R-308596 on December 26,2013. The implementation of these bikeway improvements is a subsequent discretionary action within the scope of the development program analyzed in the PEIR and is not considered to be a separate project for the purposes of CEQA review pursuant to CEQA Guidelines Sections 15378(c} and 15060(c)(3}, Pursuant to Public Resources Code Section 21166 and CEQA Guidelines Section 15162 there is no change in circumstance, additional Information, or project changes to warrant additional environmental review for this action.
