Document Description
The Program will be implemented in the following manner: identification of non-residential sites in critically drought-stricken service areas that: occupy highly visible locations and contain large amounts of non-functional turf; and perform a landscape evaluation to determine the opportunity to reduce water usage; provide efficient irrigation; and identify plant material options/recommendations. The Program’s goals are to immediately reduce water usage in conjunction with encouraging the public to install water-efficient landscaping on the properties to reduce irrigation water usage.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed Program consists of removing high water demand turf landscape and replacing it with lower water consuming landscaping with the goal of reducing irrigation water demand. This proposed Program has been determined to have no potential to cause significant adverse effects on the environment based on management commitments and will ensure that future Turf Transformation projects can be conducted without significant adverse impact. Categorical Exemption Class 4 exempts “minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. (b) New gardening or landscaping, including the replacement of existing conventional landscaping with water efficient or fire-resistant landscaping.” The exceptions to the issuance of categorical exemptions have been taken into consideration for the proposed Project. The proposed Program has been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 4(b) Exemption.
