Document Description
A request by Vincent Parsick for a Major Grading permit to grade slopes over 10% to construct a building pad for a 2,810 square foot single family residence, and paved driveway. Proposed grading will result in approximately 216 cubic yards of cut and 168 cubic yards of fill for a total of 384 cubic years. The project will result in the approximate disturbance of .62 acres on a 36.54 acre parcel. The project site is within the Rural Lands (RL) land use category and is located at 8520 Webster Road, Creston, CA 93432. The site is within the El Pomar-Estrella Sub-area of the North County Planning Area.

Reasons for Exemption
The project is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that this project may have a significant effect on the environment: therefore, the activity is not subject to CEQA. [Reference: State CEQA Guidelines sec. 15061(b)(3), General Rule Exemption]. Further, there are no unusual circumstances surrounding the project. The grading activities are located within sparsely vegetated areas of the parcel and will result in minimum vegetation removal, the proposed project is surrounded by other similarly developed lots, and no known special status plant or wildlife species or resources are known to have habitats within the area. The proposed project does not impact any scenic resources for any officially designated scenic highways. The location of the proposed project is not within any hazardous waste site compiled pursuant to Gov. Code § 65962.5. The proposed project does not involve or does not cause a substantial adverse change in the significance of a historical resource. The project will conform to the applicable General Plan and Area Plan standards, and no measures beyond those required by County Code are necessary to address the environmental Impacts associated with the proposed project.
