Document Description
The proposed Project consists of approximately 3.3 miles of linear pipeline replacement of existing leaky pipes within the District boundaries ranging in size 4”-30”. The District maintains over 100 miles of underground, pressurized steel, and plastic pipelines serving 400 family farms and nearly 1,000 homes. LSID provides a stable, reliable water service to the nearly 12,500 acres of citrus and other permanent crops within District boundaries.

Reasons for Exemption
The Project will consist of pipeline replacement of existing leaking water facilities located in the same Tulare County road rights-of-way. This includes replacement of existing utility systems/facilities involving negligible or no expansion of capacity. Because of the need to maintain year-round water service, the design will propose parallel pipeline alignments wherever possible to reduce the temporary interruption to existing services during Project construction.
