Document Description
The project includes repairs to a retaining wall and concrete box culvert below Cascade Drive in the City of Mill Valley. The existing box culvert and retaining wall have deteriorated over time and could result in failure which could cause impacts to Old Mill Creek and/or loss of access by residents along Cascade Drive. The project will repair the existing retaining wall and concrete box culvert which would prevent collapse of the structures. The project will result in a net benefit to the Old Mill Creek perennial stream habitat because it will support the continuity and flow of water, sediment, and organic materials and prevent unstable bed and bank conditions. The project would also remove treated timber piles, which would result in a net reduction of fill within the stream.

Reasons for Exemption
The project would repair an existing retaining wall and concrete box culvert along Cascade Drive. The project is consistent with Section 15301(d), which applies to "restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as an earthquake, landslide, or flood." The existing structures have deteriorated over time and were not damaged due to an environmental hazard. The project would repair and rehabilitate the retaining wall and culvert with no expansion of the existing use.
