Document Description
This project proposes to expand Mountain Rim Fire Safe Council’s (MRFSC’s) current hazardous dead tree removal and defensible space abatement services beyond its current service area, into the other WUI communities in and around the San Bernardino National Forest including Forest Falls/Mountain Home Village, Angelus Oaks, and Seven Oaks. This project provides for the removal of hazardous trees (dead or dying) and assists homeowners who are cited under State (PRC 4291) and/or local (San Bernardino County code section 23.0304) defensible space clearance requirements but who do not possess the fiscal resources to comply with abatement citations. The MRFSC will also provide fire safe education and information to participating homeowners and invite them to participate in the MRFSC’s public events to share their experience and the benefits of the program with the public. The goal of the fuel reduction aspect of this project is to reach the property owners in the four target communities, educate them on creating defensible space, and contract for the timely removal of hazardous fuels. Last, pesticide application and removal of Gold Spotted Oak Borer infested oak trees may also occur under this project, as applicable and appropriate.

Reasons for Exemption
The project meets the requirements of Class 4 Categorical Exemption (Minor alterations to land) Section 15304. Project implementation will result in alterations to the land that are best described as minor in scope, that will not significantly impact the aesthetic of the property, or biological and/or cultural resources, and that do not involve the removal of mature, scenic trees for any purpose. No exceptions apply which would preclude the use of a “Notice of Exemption” for this project. It has been concluded that no significant adverse environmental impacts would occur to aesthetics, agriculture and forest resources, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, mineral resources, noise, populations and housing, public services, recreation, transportation and traffic, utilities and service systems, or wildfire. Documentation of the environmental review completed by the CALFIRE staff is kept on file at CAL FIRE’s San Bernardino Unit Headquarters in San Bernardino, CA.
