Document Description
The Project involves the rehabilitation and repair of aging mechanical equipment and appurtenant components and structures related to the outlet works at Cogswell Dam. The Project includes work at three butterfly valves and one sluice gate, including rehabilitation and repair of the valve and gate bodies and seals, hydraulic cylinder actuators, outlet conduits, and trashracks. This work would minimize leakage through the valves to reduce water conservation losses from Cogswell Reservoir and extend the service life of the outlet valves, sluice gate, and appurtenant structures to ensure the continued flood control and water conservation operations of Cogswell Dam for the benefit of downstream communities.

Reasons for Exemption
The Project is categorically exempt from CEQA, per Section 15301 (d) and (m) of the CEQA Guidelines, which exempts the restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety and minor repairs and alterations to existing dams and appurtenant structures under the supervision of the Department of Water Resources. The project involves negligible, or no expansion of an existing facility and future operations and maintenance will continue with current practices. Los Angeles County Flood Control District has determined the following for the subject project: it will not result in a serious or major disturbance of adjacent environmental resources; it will not have a cumulative impact over time; it will not have a significant effect on the environment due to unusual circumstances; it will not impact a hazardous waste site; and it will not cause a substantial adverse change to the dam and adjacent environment.
