The project qualifies under the Class 20, Changes in Organization of Local Agencies categorical exemption (CEQA California Code of Regulations, Title 14, Section 15320), because the activity consists of changes in the organization or reorganization of local governmental agencies where the changes do not change the geographical area in which previously existing powers are exercised. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply. Please note, the signed NOE is not attached.
