Document Description
On April 24, 2023, LADWP personnel performing routine maintenance observed cracks under the eastern and western spans of the southernmost bridge, known as the Haynes Units 1 and 2 pipe utility bridge. To prevent catastrophic failure, the compromised bridge spans were secured and removed under emergency conditions. Project activities include installation of new spans using cranes, improvement to the existing support piers, and replacement of utilities removed during emergency work. Installation of the new bridge spans will utilize existing infrastructure and occur within the original footprint. This project will ensure Haynes Generating Station has the infrastructure in place to meet the power demands of LADWP customers.

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to section 15302 (c) Replacement or Reconstruction. Section 15302, Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including: replacement or reconstruction of exiting utility systems and/or facilities involving negligible or no expansion of capacity. The project involves replacement of an existing pipe bridge with negligible expansion of capacity.
