The proposed Colonel Leon H. Washington Park Restroom Replacement Project includes the replacement of one existing restroom/office building, code compliance upgrades, and related modifications, and the renovation of the existing maintenance yard with new fencing and driveway apron. The proposed Athens Park New Restroom Project includes the construction of a new restroom building, associated utility work, roof repairs, fixture replacements, new paths of travel to the building, ADA parking upgrades, and related modifications at an additional restroom building. The proposed Atlantic Avenue Park New Restroom Project includes a new prefabricated restroom building, ADA path of travel, landscaping, site furnishings, utility connections, and related site work.

Reasons for Exemption
The proposed projects provide for the restoration and rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety; replacement of existing utility systems and facilities involving negligible or no expansion of capacity; construction of small structures and utility extensions; minor alterations to land which will not involve the removal of healthy, mature and scenic trees; and maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring and Reconstructing Historic Buildings (1995), Weeks and Grimmer.
