Document Description
The project proposes to provide budget adjustments for infrastructure and safety improvements to pool facilities previously approved on January 24 and March 7, 2023. Some of these pool projects have a budget shortfall due to unforeseen existing conditions and unexpected challenges, while other projects have a budget surplus. This project will provide budget revisions to balance the program-wide budget across the previously adopted capital projects. Importantly, these revisions will not require additional funding; they only reallocate the existing funding. The project scopes remain unchanged.
The original project scopes include remodeling lighting systems at County pool facilities to enhance nighttime visibility during the evening hours and modifying building heating systems for the comfort of park patrons, where appropriate.

Reasons for Exemption
The projects are consistent with Section 15301 Class 1 which provides for repair, maintenance, or minor alteration of existing public facilities. This includes but is not limited to Class 1(d) for restoration and rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.
The projects are also consistent with Section 15302 Class 2 which provides for replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. This includes but is not limited to Class 2 (c) for replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
