Installation of a temporary shade canopy structure involving the installation of two rows of (5) 20-foot shipping containers stacked 2 high (approx. 200-feet (L) x 19-feet (H)) and secured to the existing wharf using corner castings approx. every 40 feet. The two rows of containers will be installed approx. 40 feet apart lengthwise connected by a shade canopy (approx. 160-feet (L) x 40-feet (W)). The project also involves installation of a pallet rack (approx. 200-foot (L) x 18-foot (W)) secured to the wharf using wedge anchors. A firehose will be secured to an existing onsite metered fire hydrant located 20 feet from the southeast corner of container structure to provide temporary water for construction use.

Section 15303(d) New Construction or Conversion of Small Structures (Class 3): The Class 3 Categorical Exemption consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project involves the installation of a temporary shade-canopy structure and pallet rack used as storage to support the construction laydown yard. Temporary water service will be established by securing a firehose to an existing onsite metered fire hydrant to provide water for construction use.
The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15303 (New Construction or Conversion of Small Structures); therefore the Project is exempt from CEQA and no further environmental review is required.
