Document Description
The Real Estate Division will request the Board of Harbor Commissioners' approval to enter into a Master Joint Revocable Permit with Los Angeles County Metropolitan Transportation Authority (Metro) to allow for approximately 166 potholes and slot trenches along the existing 6.1-mile segment of the San Pedro Branch right-of-way jointly owned by the Port of Long Beach (Port) and Port of Los Angeles (POLA) along the cities of Bell, Cudahy, Huntington Park, South Gate, Downey, Paramount, and Artesia of the to support engineering design of the Southeast Gateway Line Project (Project), formerly West Santa Ana Branch Project. This agreement will be effective upon last execution by the Executive Director of POLA or the Chief Executive Officer of the Port and expire in six (6) months.

Section 15304 Minor Alterations to Land (Class 4): The Class 4 Categorical Exemption consists minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The Master Joint Revocable Permit includes 166 potholes and slot-trenches to support the engineering design of the Southeast Gateway Line Project. All locations will be backfilled with the surface completed to match previous conditions. No healthy, mature or scenic trees will be removed during these activities. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of the categorical exemption CEQA Guidelines Section 15304 (Minor Alterations to Land); therefore the Project is exempt from CEQA and no further environmental review is required.
