Reasons for Exemption
The City of San Diego determined that the project would qualify to be categorically exempt from CEQA pursuant to Section 15301 (Existing Facilities) which allows for the demolition of existing facilities; Section 15302 (Replacement or Reconstruction) which allows for replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced; and Section 15303 (New Construction) which allows for the construction of one single-family residence, or a second dwelling unit in a residential zone; in urbanized areas, up to three single-family residences may be constructed or converted under this exemption; and where the exceptions listed in Section 15300.2 would not apply. Since the proposed project 1) is the partial demolition and remodel of an existing residence where the new structure is on the same site at the same location and will be still a similar sized singled family residence used for residential purposes with detached ADU and 2) the construction/remodel of a single family residence and 2) the construction of a detached ADU in a residential zone of an urbanized community, the exemptions are appropriate
