The Frazier Park Public Utility District (District) will consider approval and implementation of the Summit Area Pipeline Replacement Project to replace the existing old, small diameter pipelines with new pipelines that will provide adequate fire flow to the Summit residences. Associated support systems may be modified or updated to support the potable water delivery system.

Reasons for Exemption
The State CEQA Guidelines provide a series of Categorical Exemptions for projects that have been deemed to have minimal potential impact on the environment. The proposed replacement of the Summit Area Pipeline Replacement Project to maintain future adequate water delivery to the Summit Area of the Frazier Park Public Utility District has been determined to have no potential to cause significant adverse effects on the environment and will ensure that an adequate water supply will be available to this service area. The Class 2 Categorical Exemption reads: A replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity of the structure replaced, including but not limited to: (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The proposed action has been determined to fall within the scope of the Class 2 Exemption. Section 15302(c). Therefore, this proposed action qualifies with a Class 2 Categorical Exemption.
