Section 15301 (Existing Facilities) is applicable to the proposed project because the existing retaining wall would be replaced with in-kind timber of approximately 90 feet of total wall length within an existing park facility (Louis A. Stelzer County Park), involving no expansion of former use. Section 15302 (Replacement or Reconstruction) applies because the proposed project involves replacing a section of the retaining wall with in-kind timber which would be located on the same site as the structure being replaced and would substantially serve the same purpose and capacity as the structure being replaced. 15304 (Minor Alterations to Land) also is applicable because the proposed project would require minor ground disturbance for the installation of the retaining wall.
