Notice of Exemption pursuant to CEQA Guidelines Section 15301, Class 1 (Existing Facilities) and 15330, Class 30 (Actions to Prevent, Minimize, Stabilize, Mitigate or Eliminate the Release or Threat of Release of Hazardous Waste or Hazardous Substances). The project proposed to address contaminated soil within the Main Street Yard storm drain system, necessitating the removal of sediment buildup up to the discharge point into the Los Angeles River and connections to stormwater pipes. A cleanup plan has been formulated that entails utilizing high-pressure water jets and towable vacuum units to extract the sediment from the storm drain system and collect the wastewater and sediment mixture with a towable vacuum unit. The wastewater will be separated into solids and liquids and disposed of at an appropriate disposal facility permitted to dispose of hazardous waste. Project activities include implementing best management practices to prevent discharge into catch basins and channels, with secondary containment and towable vacuum trucks stationed to address any uncontained wastewater.
