Document Description
The proposed project consists of granting a special use permit to the Northern California Interscholastic Cycling League for the Stoked on Stafford event at all Stafford Lake Park reservable sites and approximately 1,000 parking spaces. The event would occur on April 13, 2024 between the hours of 8AM to 6PM. Set-up and take down would occur between April 11-12 and April 14, respectively. Approximately 650 participants are anticipated. The event would include amplified sound, pre-sale of tickets, and the sale of food and drink.

The project consists issuing a special event permit at an existing facility for a public gathering. Stafford Lake Park was designed with reservable space for this type of event and there is a past history of this facility being used for this purpose. There is a reasonable expectation that this event would not represent a change in the operation of the facility and that the event would not result in cumulative impacts; significant impacts on the environment due to unusual circumstances; affect the significance of historical resources. The project is not located within an officially designated scenic highway or on a hazardous waste site pursuant to Government Code Section 65962.5.
