Document Description
The proposed project would issue an underground easement across an existing parking lot of the West Los Angeles Veterans Home (WLA Home) with an aboveground fire hydrant located above the proposed easement adjacent to the existing parking lot. The WLA Home is located adjacent to the USDVA Greater Los Angeles Healthcare System, West Los Angeles Campus (WLA-USDVA). USDVA desires to use this portion of the WLA Home property for the installation and maintenance of two (2) underground pipelines to separately carry potable and emergency standby water across the WLA Home property to veterans supportive housing projects located on WLA-USDVA. The easement would facilitate the connection of WLA-USDVA to connect affordable housing projects to public potable and emergency standby water sources. The first phase of the Project would be to excavate a portion of the WLA Home’s property adjacent to an existing CalVet parking lot for the installation of water line piping and a surface fire hydrant that would be located adjacent to an existing parking lot lane on the eastern side of the existing CalVet parking lot. During the first phase of this Project, the excavated area would be backfilled, and the surface remediated to prior existing condition. The second phase of the Project would be to trench from Nimitz Avenue, through the adjacent sidewalk, and through CalVet’s existing paved parking lot to install a water line. It would also include installation of water line piping, backfilling the trench, and remediating sidewalk and pavement damages to prior existing condition.
