Reasons for Exemption
The City of San Diego conducted an environmental review which determined that the project meets the categorical exemption criteria set forth In CEQA State Guidelines, Sections 15301 (a), (b), (c), (d), and (h) [Existing Facilities], which allows for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment or topographical features, involving negligible or no expansion of existing or former use, such as the interior and exterior ADA path-of-travel improvements and restroom upgrades, improvements to security lighting, storm drains, hardscape and landscaping; 15302 (c) [Replacement or Reconstruction], which allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, such as parking lot Improvements and the demolition of existing sidewalk and asphalt, and replacement of irrigation and drain lines and control valves; 15303 (d) and (e) [New Construction or Conversion of Small Structures], which allows for the construction and location of limited numbers of new, small facilities or structures, such as the construction of a new park Identification sign, children's play area with resilient surfacing, multi-purpose sports court, site furnishings, BloClean Storm Water Biofiltration System, irrigation system and other park amenities; and 15304 (a), (b), (c) [Minor Alterations to Land], which allows for the minor public or private alterations In the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes, such as the grading and paving for sidewalk, parking lot, and ADA. Improvements, excavation work for the new children's play area, multi-purpose sports court, and planting and installation of Irrigation systems and drainage as proposed by the project; and where the exceptions listed in Section 15300.2 would not apply.
