The Project is exempt because the State Water Board is permitting only the operation of the tanks with the water system and not construction. The project is for replacing two tanks that were in poor condition with two new tanks, with each new tank on the same footprint as the old tank it is replacing. The project involves negligible expansion of existing or former use. None of the exceptions listed in section 15300.2 of the CEQA Guidelines would apply to the proposed Project.
