Reasons for Exemption
The proposed Community Art Program (File No. PLN23-0006) and its related amendments to the Glendora Municipal Code (proposed ordinance) and adoption of art requirement in-lieu fee (proposed resolution) are exempt from the California Environmental Quality Act (CEQA) under provisions of the CEQA Guidelines pursuant to (i) Section 15061(b)(3) because there is no possibility that it may have a significant effect upon the environment; and (ii) Section 15378, as the Ordinance/Resolution is not a project under CEQA because it not cause direct physical change in the environment or a reasonable foreseeable indirect physical change in the environment, because it does not authorize any specific activity.
