The installation of new security fencing is categorically exempt pursuant to section 15303, as it consists of the construction and location of limited numbers of small accessory structure; and Section 15311, as it consists of the construction and placement of minor structures accessory to existing institutional facilities. The replacement of existing security fencing is categorically exempt pursuant to section 15302, as it consists of the replacement of existing structures where the new structures will be located on the same site as the structures replaced and will have the same purpose as the structures replaced.
