Document Description
This project proposes to reroof the Chinese Exhibit Building (307-A-4-02-0-021) in Columbia State Historic Park to allow for the continued use of this historic building.
• Prior to contracted work to replace the roof, survey and assess for the presence of Asbestos Containing Materials in the roof substrates:
• Remove the existing roofing materials and install a thermoplastic polyolefin membrane to the roof structure;
• 2-ft above scupper level, install new 3-in. overflow pipes, penetrating the parapets at a nonconspicuous place;
• Use 3/8-in. all-thread anchors to mount wooden 2-ft x 4-ft boards on the vertical plane and top:
• Drill anchors into the brick masonry parapets at 24-in. on center and run vertical; and 24-in. on center at the top of the parapets, and fill holes with epoxy to secure the all-thread studs;
• Install new plywood sheathing and cover with thermoplastic polyolefin membrane, secured over the parapets with a vinyl-coated metal edge screwed into wood and/or masonry and sealed with epoxy;
• Fit and seal drain collars and leaders on existing roof drains;
• Use hot-air welding and caulking to seal openings; and
• Replace leaders, scuppers, drainpipes, and boots where necessary to ensure water moves away from buildings.

Reasons for Exemption
Project consists of the repair, maintenance and minor alteration of existing public or private structures involving negligible or no expansion of use beyond current levels; replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site and the structure replaced and will have substantially the same purpose and capacity as the structure replaced and is included as "Reroofing" in the Department of Parks and Recreation's list of exempt activities in accordance with CCR § 15300.4; and consists of projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation, or reconstruction of historical resources, in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties, with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings (1995), Weeks and Grimmer.
