Document Description
The proposed action includes installation of a rain gauge at Jacumba Airport to monitor rainfall. The rain gauge device would be mounted within a cylindrical container (approximately 10ft tall x 2ft wide), which contains the necessary electrical and communication equipment to operate the device. The rain gauge will be installed on a new 3ft wide concrete pad in a disturbed location immediately adjacent to the existing disturbed airport use areas. No new access routes are necessary as the rain gauge will be accessed on-foot from the existing airport parking areas.

Reasons for Exemption
Section 15306 of the State CEQA Guidelines exempts from CEQA review actions that consist of “basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource.” The proposed project consists of installation of a rain gauge in a disturbed location adjacent to a public airport for the purpose of monitoring rainfall in the community of Jacumba. As such, the proposed project is categorically exempt pursuant to Section 15306 of the State CEQA Guidelines because it involves data collection that would not result in a serious or major disturbance to an environmental resource.
