Document Description
Eastern Municipal Water District (District) is proposing the Holland Road Recycled Water Pipeline Crossing Project (District project). Currently the City of Menifee is constructing the Holland Road Overpass Project (city project) at the Interstate 215 Freeway. The city project includes new recycled water infrastructure for landscape irrigation. The District’s existing recycled water system terminates with an 8-inch diameter pipeline in Holland Road west of the intersection with Haun Road. The District’s project will fill the gap by constructing approximately 350 linear feet of 8-inch diameter recycled water pipeline within Holland Road crossing Haun Road and connecting with the City of Menifee’s new recycled water infrastructure.

Reasons for Exemption
This project will construct approximately 350 liner feet of new 8—inch diameter recycled water pipeline located within the public rights-of-way. This class of exemption covers the installation, of new pipeline; maintenance, repair, restoration, removal, or demolition of an existing pipeline as set forth in Section 21080.21 of the Public Resources Code, as long as the project does not exceed one mile in length.
