Construct two (2) new out-gate lanes with new radiation portal monitors (RPM) and optical character recognition (OCR) system at the Main Gate. The project involves installing entrance/exit gate arms with concrete embedded ground loops, krail mounted traffic lights, front/rear vehicle identification system (VIS) cameras and VIS lights, k-rail mounted intercoms with driver side centralized area video surveillance system (CAVSS), and eight (8) bollards. The project also includes installing a new equipment rack and equipment bank in the U.S. Customs & Border Protection (CBP) primary booth, relocating CBP operations to the existing CBP secondary booth. Approximately 110-feet (L) x 4-feet (D) will be trenched to install conduit from the existing pull box to the equipment bank.

The project involves the installation of two new RPM lanes and OPR system along with entry/exit gates with concrete embedded ground loops, traffic lights, VIS systems, intercoms, CAVSS, and eight bollards involving no expansion of existing or former use. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of the categorical exemption CEQA Guidelines Section 15301 (Existing Facilities); therefore the Project is exempt from CEQA and no further environmental review is required.

The project involves the installation of a new equipment rack and equipment bank to house equipment for the RPMs. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of the categorical exemption CEQA Guidelines Section 15303 (Small Structures); therefore the Project is exempt from CEQA and no further environmental review is required.

Section 15304 Minor Alterations to Land (Class 4): The Class 4 Categorical Exemption consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Examples include, but are not limited to: (f) trenching and backfilling where the surface is restored. The project involves trenching approximately 100-feet (L) to a depth of 4 feet to install conduit from the existing pull box to the equipment bank. All surfaces would be restored. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of the categorical exemption CEQA Guidelines Section 15304 (Minor Alterations to Land); therefore the Project is exempt from CEQA and no further environmental review is required.
