California Environmental Quality Act (CEQA) Guidelines Section 15301 consists of the operation, repair, maintenance, permitting, leasing, licensing, or alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involved negligible or no expansion of existing or former use. The Board of Harbor Commissioners will enter into a Utilities Access Agreement granting MCI metro Access Transmission Services LLC a license to install, operate, maintain, repair and replace fiber optic cable and associated equipment, access to approximately nine (9) square feet of floor space, and reasonable access to vertical and horizontal shafts in the existing Port Administration Building at 415 West Ocean Boulevard in Long Beach for communications services. The action involves negligible or no expansion of existing or former use.
