Reasons for Exemption
The project includes the replacement of an 85’ section of a culvert damaged as a result of storms that occurred in late January. On January 23, 2024, the Governor proclaimed a state of emergency in San Diego to support recovery from winter storms. The project is statutorily exempt from CEQA review per section 15269(a) of the CEQA guidelines. Specifically, the Governor's proclamation qualifies the project for CEQA Emergency Project: Sec. G 15269(a) - Projects to maintain, repair, restore, demolish, or replace property or facilities damaged or destroyed as a result of a disaster in a disaster-stricken area in which a state of emergency has been proclaimed by the Governor pursuant to the California Emergency Services Act, commencing with Section 8550 of the Government Code.
