Document Description
CEQA Checklist Supporting an Exemption of the San Antonio Park Master Plan. The evaluation seeks to determine if the proposed Project qualifies for an exemption per CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan or Zoning), considering previous program-level CEQA documents adopted or certified by the City, the 1998 Land Use and Transportation Element EIR and the 1996 Open Space, Conservation and Recreation (OSCAR) Element Initial Study (IS) / Mitigated Negative Declaration (MND). Reasons for Exemption
The proposed Master Plan focuses on minor improvements to existing assets of the park; minor maintenance work. The proposed Master Plan does not involve improvements or new construction that would result in a loss of open space or substantial changes in terrain, or substantial earthwork. The project complies with all conditions for a Community Plan Exemption (15183): it is consistent with the previously certified Oakland Land Use and Transportation Element Program EIR, which provides the planning and policy guidance for the Park; there are no effects that are peculiar to the Project or the Project site; any new topics considered do not result in new impacts; there is no new information that was not known, nor any substantial changes in circumstances, since the previous EIR was certified; and standard conditions of approval are applied to the Project.
