Reasons for Exemption
Section 15061 (b)(3) of the CEQA Guidelines provides that a project is exempt from CEQA review where “it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” The proposed action seeks the authority for the application and acceptance of grant funding for the enhancement of the licensing program and compliance activities for both licensed and unlicensed activities. The program enhancements consist of increased staffing, equipment, IT improvements, and training in support existing licensing and enforcement activities. The enhancements resulting from the proposed action are administrative in nature with the action exempt from CEQA review because it can be seen with certainty that the activity will not have a significant effect on the environment. Any future projects that may develop as a result of this action would require CEQA compliance prior to implementation.
