Reasons for Exemption
The proposed text amendment exempting City projects from the City’s Zoning Code does not have the potential for creating a significant effect on the environment and is therefore exempt from further review under CEQA pursuant to State CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that adoption of the Resolution has no possibility of having a significant effect on the environment. The proposed amendment does not contemplate any specific project requiring discretionary review. Any future City project that requires discretionary review will be analyzed at the appropriate time in accordance with any applicable CEQA requirements.
