Reasons for Exemption
Section 15301(c) exempts projects involving the minor alteration of public or private facilities involving negligible or no expansion of existing or former use. The aim of this project is to alter existing facilities (e.g. parking lot, boat launch, fish cleaning structure, accessible walkways) such that they serve substantially the same purpose in the same footprint, but expand access to persons with mobility limitations. Section 15302 (b) exempts projects involving replacement or reconstruction of existing structures such that the new structure will be located on the same site as the structure replaced. The accessible restroom would be an example of a replacement commercial structure with a new structure of substantially the same size, purpose,and capacity.
