Document Description
The project consists of construction and operation of a battery energy storage facility. The BESS facility will move energy on and off of the transmission power grid based on market and utility demand. The original CUP (2020-CUP-05) was approved by PC Reso 3825 on 05/04/2021 and received two time extensions. PC Reso 3857 was approved by the Planning Commission on 01/23/2024 to modify 2020-CUP-05 to allow for removal of the proposed 15,000-SF warehouse building, reflect a City-approved 5G cell tower which is anticipated to be constructed onsite prior to commencement of construction of the BESS, updated street paving, and related minor landscaping, lighting and parking changes, and find the project Categorically Exempt from the California Environmental Quality Act based on §15304 and §15332 of Title 14 of the CA Code of Regulations.

Reasons for Exemption
The project would include temporary trenching for conduit, grading, and minor alterations to site fencing and landscaping. These activities would not involve removal of mature or scenic trees and would not take place within a scenic area, wetland or waterway, or mapped areas of severe geologic hazard. The site is a dirt/gravel lot used for truck parking and contains minor ornamental vegetation, which does not provide value as habitat to special-status species. Implementation of the proposed project would not result in significant traffic, noise, air quality, or water quality impacts.
