Document Description
The proposed project involves a request for the approval of two Development Plans (D23-00002/3) and two Conditional Use Permits (CUP23-00002/3) to increase the utilization of the existing Mission Basin Groundwater Purification Facility (MBGPF) to bolster its supply of locally sourced water by (1) reducing the volume of brine produced and thus increasing the amount of product water recovered at the MBGPF by adding a third stage reverse osmosis train and (2) increasing the amount of groundwater supplied to the MBGPF through installation of a new groundwater production well. The project would include the installation of a new groundwater production well, emergency generator, and associated equipment, and the demolition of the existing 3,600 SF building located at the MBGPF and the construction of a new 9,000 SF building to house reverse osmosis treatment equipment. The subject property is located at 3350 Mission Avenue (APN: 160-270-84) and 215 Fireside Street (APN: 160-280-10) within the San Luis Rey and Airport Neighborhood Planning Areas in the City of Oceanside.
