Reasons for Exemption
The proposed General Plan Amendment, Pre-zoning and Pre-Annexation of the subject properties qualifies for specific California Environmental Quality Act (CEQA) exemptions. Specifically, under Categorical Exemption Section 15061(b)(3) (Common Sense Exemption), the General Plan Amendment and Pre-zoning involve changes to the designations and maps of these properties would not result in any physical changes or environmental effects.
