Document Description
The proposed action consists of approval to advertise and award a construction contract for the 18-36 Runway Rehabilitation Project (project) at Fallbrook Community Airport. The project would address current pavement structure deterioration in accordance with Federal Aviation Administration’s Pavement Condition Index design standards for aircraft movement areas. The project involves pavement overlay of the runway, runway shoulders, and taxiway connectors, as well as runway restriping once the pavement work is complete. Work would occur within previously disturbed areas.

Section 15301, of the California Environmental Quality Act (CEQA) Guidelines exempts from CEQA review actions consisting of the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use.” The key consideration in applying this exemption is whether the proposed action involves expansion of an existing use. The proposed action involves the repair and maintenance of the existing runway at Fallbrook Community Airpark with negligible or no proposed changes or expansion in use from what currently exists, and is, accordingly, exempt from CEQA review pursuant to Section 15301 of the CEQA Guidelines.
