Document Description
To install a 3-inch diameter conduit through the right (west) bank levee of the Sacramento River to provide power service to the waterside parcel. The conduit will be installed from an existing landside PG&E power pole, buried along the landside levee slope, under the levee crown to a splice box on the waterside levee shoulder, and extending 90 feet along the waterside levee hinge to a meter panel.

Reasons for Exemption
The Board has determined the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304) because the proposed activity consists of installing a conduit from an existing PG&E line to be buried along the landside levee slope and under the levee crown which does not involve removal of healthy, mature, scenic trees. The project is also exempt under the Class 3, New Construction or Conversion of Small Structures categorical exemption (CEQA California Code of Regulations, Title 14, Section 15303) because the proposed activity consists of the extension of an existing PG&E powerline via a conduit to a splice box to power a recreational boat dock area. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply. The Central Valley Flood Protection Board's (Board’s) administrative record related to the encroachment permit is available for public review at the Board's office.
