Document Description
The California Department of Fish and Wildlife has executed Streambed Alteration Agreement No. EPIMS-LAN-39542-R5, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison (SCE) as represented by Hazem Gabr. The Project is limited to the removal of idle facilities in Diamond Bar Creek, which consist of six poles and four anchors along the Antler and Utopia 12 kV circuit. Poles will be accessed on foot, during dry conditions, from the unnamed private road across the concrete-lined section of Diamond Bar Creek to the north of the circuit for Poles 1819928E and 1819929E or from Old Brea Canyon Road for Poles 1819930E, 1819931E, 4133703E, and 1819933E. No work shall occur within the wetted reach of the stream. The remaining conductor wires will first be detached from each of the six existing poles, and the wires will be hoisted out of the work area by a crane staged along the unnamed private road to the north of the circuit. Crews will then use hand tools to excavate around the base of each pole, which will be hoisted out of the work area by crane for disposal at an approved facility. Anchors will be excavated down 3 feet, cut, left in place, and backfilled. Imported clean soil will be used to backfill the holes left after pole removal for Poles 1819928E, 1819929E and 1819933E. No additional backfill or ground leveling will be required for the remaining poles. The temporary work areas, including soil disturbance (i.e., excavation, side casting, and backfill), consists of a 10-foot radius around each pole and anchor; however, some work areas may be truncated to avoid impacts to resources. The four existing anchors, two located at pole 1819928E, one located at pole 1819930E, and one located at pole 1819931E, will be removed from the ground by methods such as unscrewing, pulling, or excavation by hand. The area of ground disturbance within the work area (i.e., excavation, side casting, and backfill) will be limited to approximately 10 feet around each anchor location. Error! Included in the exemption are existing facilities owned by a utility used to provide electric power, natural gas, or other public utility services. The project consists of the removal of six deteriorated wooden distribution poles and four anchors. No expansion of use is proposed. The project is exempt because it involves the maintenance of existing structures and/or facilities used to provide electric power and to meet public health and safety standards and consists of minor alteration to topographical features.
