Document Description
This action is for approval of a Right-of-Entry permit to Sancon Technologies, Inc. (“Sancon”) for use of Padre Dam Municipal Water District facilities located at 1960 Joe Crosson Dr, El Cajon, CA 92020 (“premises”). The use of premises is limited to perform cured-in-place pile (“CIPP”) lining and manhole rehabilitation of the existing Padre Dam Municipal Water District sewer system. In accordance with the issued permits, authorized uses shall commence on the Effective Date as approved by the County Airports.

Section 15301 of CEQA Guidelines exempts from CEQA review actions consisting of the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of use beyond that existing at the lead agency’s determination.” The key consideration in applying this exemption is whether the proposed action involves expansion of an existing use. The proposed action involves performing pipe and manhole rehabilitation of the existing Padre Dam Municipal Water District sewer system located at the County-owned Gillespie Field Airport. There are no proposed changes in use from what currently exists. The proposed action relates to the maintenance and minor alteration of existing structures, involving no or negligible expansion of use, and is, accordingly, exempt from CEQA review pursuant to Section 15301 of the CEQA Guidelines.
