The channel will connect to two retention ponds, located in the future City park within the approved Millennium Specific Plan.

Reasons for Exemption
The project will reconstruct an existing drainage basin and channel. No substantial change in purpose will occur: the basin and channel were designed to carry storm flows generated to the south, and carry them easterly. This project will improve flows and further protect this portion of the City. Finally, that portion of the channel and the easterly ponds were previously analyzed in the Millennium Specific Plan MD.
