Document Description
A Neighborhood Development Permit (NDP) for an existing Wireless Communication Facility (WCF) to remove 1 panel antenna, 12 Tower Mounted Amplifiers (TMAs), and 1 fiberglass reinforced plastic (FRP) enclosure. The project would also install 6 panel antennas, and 1 FRP enclosure and the project includes modifications to ancillary equipment for support to the WCF. The antenna level equipment is located in two FRP screen boxes on the roof and the 343-square-foot equipment enclosure on the 1st floor. The project is located at 4950 Waring Road in the C0-1-2 zone, the FAA Part 77 Noticing Area, the Navajo Community Plan, and City Council District 7. Per SDMC Section 141.0420(e)(3) this project is being processed as an NDP because the equipment enclosure is larger than 250 square feet.

Reasons for Exemption
The City of San Diego conducted an environmental review which determined that the proposed project is exempt from CEQA pursuant to CEQA Guidelines Section 15302. CEQA Section 15302 allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site and will have substantially the same purpose and capacity as the structure being replaced. The proposed project is modifying an existing WCF and would replace old equipment with new without expanding the use of the WCF. No environmental impacts were identified for the proposed project and none of the exceptions described in CEQA Guidelines Section 15300.2 apply.
